The best (and only) way that I've found is to pour boiling water in the bowl or cup and rinse it out. The hot water will melt the dried oatmeal so it will just wash out.
I'm just holding the fort till Martha comes home.

Usually I just put water in the cup and forget about it for a few days, and then either the stuff is total mush or the water has evaporated, leaving it an even more solidly dry mess.

How to get rid of dried oatmeal
